Victoria University To Be Issued Charter After NCHE Clearance

The National Council for Higher Education (NCHE) has cleared Victoria University (VU) to be granted a Charter. This comes after the NCHE after a meeting this month considered and agreed to recommend Victoria University to the education minister to grant Charter status to the university.

"This is to inform you that Council during its 63rd Meeting held on 13th December 2021, considered and resolved to recommend to the Minister, the grant of a Charter to Victoria University in accordance with section 101(3)b  of the Universities and Other Tertiary Institutions Act 2001, as amended," a letter from the deputy Executive Director of NCHE, Rev Canon Dr Alex M. Kagume to the Vice Chancellor of Victoria University stated.

The letter written on December 15, 2021 titled 'Decision on the application for the Grant of a Charter to Victoria University' adds : “As you may be aware, the law provides for requisite procedures governing the grant of a Charter. This involves the submission of the Charter to the Minister responsible for Education who then presents it to the President for final approval, before gazettement of the same,” 

"The purpose of this letter therefore, is to inform you of the Council decision regarding the grant of the Chart to Victoria University, and to require you to pay the Statutory License fee of UGX15, 000, 000 only, to the NCHE. Let me take this opportunity to congratulate you upon this achievemenet and to wish you success in your institution," Rev. Canon Kagame said.  

With a charter, Victoria University joins a club of higher institutions of learning recognised by the Ministry of Education as equal to public universities. This is a big development for the ambitious private university, one of the educational institutions owned and run by Ruparelia Group.

The Ugandan Constitution defines a Chartered Institution as: A chartered University according to Section 103 (a) of the Universities and Other Tertiary Institutions Act 2001 as amended, means such a university is comparable to a Public University.

Kampala Parents School Announces Job Offers For Teachers

Kampala Parents School (KPS) is looking for suitable candidates to be hired as teachers.

The Kololo based primary school, a subsidiary of Ruparelia Group, said in a public that they are looking for 5 upper class (P.5 to P.7) teachers, 3 middle class P.3 to P.4) teachers, 3 infant classes (Pre-primary, P.1 & P.2) teachers and 1 music teacher.

Kampala Parents School through their Social Media posts said they are looking for kind and compassionate trainers to help on growing 'our children’s wonderful brains'. In a public notice, the school invited applications from 'suitably qualified and dynamic candidates'.

The minimum qualification requirements include Diploma in Early Childhood Development, Diploma in Primary Education, experience of at least 4 years working in a Primary or Nursery school, must be innovative, below 35 years, poses a national ID and proof of COVID19 vaccination.

“Interested persons should send their electronically prepared applications and C.Vs with recent passport size photograph to This email address is being protected from spambots. You need JavaScript enabled to view it., indicating the subjects/areas of interest not later than Monday, 27th December 2021,” the announcement reads.

Written interviews for shortlisted candidates according to the notice will be conducted on Wednesday, 29th December 2021.

PPDA Boss Turamye In Trouble Over Corruption, Fake Academic Papers

The executive director of Public Procurement and Disposal of Public Assets Authority (PPDA), Benson Turamye, is currently under investigations over corruption and fake academic documents, Daily Post Uganda reports.

Daily Post Uganda quoting a whistle blower, a key government organisation is investigating Turamye on allegations of possessing fake academic documents that he has been holding as he serves government over the years.

It has been discovered that the PPDA boss while in primary and Secondary School never had the names he currently uses. “He must have acquired someone’s academic papers, which is illegal,” said one of his old school classmates.

Turamye was appointed executive director of Public Procurement and Disposal of Public Assets Authority by the PPDA board in 2019 after serving in acting capacity for two years. He replaced Cornelia Sabiiti, who left the authority in 2017.

Apart from uttering fake academic papers, the PPDA boss Turamye is also under investigation for using his office to ask for bribes from government contractors and service providers.

According to documents seen by this Daily Post Uganda, it indicates that Turamye has been targeting Chinese Construction companies who give him huge sums of money in order to get government contracts especially to build roads.
